 Currently all installs have "public downloads" available. This is  a
 monthly script that downloads installers for things like Mozilla Firefox
 and Opera, and makes them available from the login page so you can install
 a better browser (or antivirus) without using any download quota.

 This needs to be configurable, at least be able to be turned on and off,
 as well as options for it. Not sure if anyone actually uses this anymore?
