 Would it be possible to implement a package for unlimited usage access
 with a usage cap, but once usage cap exceed, internet speed to drop,
 instead of blocking the user.
 example: Usage allowance of 10GB applied for a package, after excess usage
 speed will be reduced to 128 kbps.
