Try restarting Freeradiues server :

sudo /etc/init.d/freeradius restart
or
/etc/init.d/freeradius stop
and then
/etc/init.d/freeradius stop


those are not necesery for Grace to run :
*Filter (Dansguardian)
Ad Filter (Adzapper through Squid)
Postfix (Mail)
