A feature from when I first wrote the Grase Hotspot, was to allow users to
download common programs without it counting against their quota. To do
this, we "mirrored" a few key programs, like Firefox. I think the
functionality of this is moot, and can be easily done by any sysadmin, and
then provide a link on the login page.

If no one objects, I'll remove all the "public" downloads functionality in
the next week or so.
