I want to create machine accounts for some users who are basically going to 
be monthly.  each user will have their own cpe, so ill used the MAC from 
the CPE device. My request will be for an option to popup somewhat like a 
reminder 5 or so days before the new cycle so the user know they need to 
settle arrears where necessary.
