Very odd.

The hotspot.lan is a connection specific domain, which windows appends for
"unqualified" domains. It's certainly coming into dnsmasq with that already
on it, which suggests windows is being silly because the domain shouldn't
be unqualified. I assume you are using the same client for both tests?
Maybe check what the DNS lookup is when you try from a browser, instead of
nslookup?
