Are those settings manually configured or what the Grase hotspot has
written to the chilli config file?

You should be able to set the DHCP start and end ranges from the Grase
settings page.

If you have a Static IP range, we still can't prevent you from setting a
conflicting IP like 192.168.80.1. Any network can have a conflicting IP
like that set, and prevention of that can only be done in the Layer 2
switching side. But you should never get a DHCP client being given
192.168.80.1.
