What version of Grase are you running? (Output of 'apt-cache policy
grase-www-portal' )

It's possible you haven't updated in a long time, and the smarty
package under debian is in a different place to Ubuntu. The newer
Grase versions (those released this year at least) all have code to
detect Debian vs Ubuntu for loading the smarty libraries from the
correct place.

Please update your packages to the latest versions you can.
