Client Isolation is a feature of wireless access points. You'll need to
set this up on your wireless access point. Any Layer 3 isolation can be
bypassed unless Layer 2 isolation is in place, which is probably the
reason that Coova Chilli doesn't have anything built in specifically for
this.
