You probably are looking more for a "splash only" setup that requires 
you to accept a terms of conditions (and at that point maybe provide an 
email) before being allowed access. This is possible, however I've not 
had the time to muck around with coova chilli to work out how to make it 
work!

I'll let you know if I get working on this at any point.
