Hi Philip

Currently the only way to do this is to require them to signup with an 
email address (using the unreleased vouchers system and a plugin you'd 
need to write) to get a username and password. Otherwise nothing is 
stopping your users from using any email, including someone else's.

Changing the Auth-Type is something you'd need to research in the 
Freeradius section, and is not something I'd recommend for various 
reason that they can explain better.

Just think for a moment as to how you "validate" the email address.
