Lets clear some terminology.

WAN means "Wide Area Network". Usually belong to up network level. 
Internet is definitely WAN example.
Unless you have Grase box equipped with ADSL modem or cable modem acting 
as primary NIC, Grase can't have any public IP assigned to any of two NICs.
Guess you mean on WLAN which usually belongs to Grase Network where we 
usually let users connect trough the grase. And this network is DHCP 
controlled by CovaChilli on Grase and has predefined A class 10.1.0.1 
and mask 255.255.255.0  (254 nodes avail.)

I do not recommend you to change this unless you are familiar with Linux 
networking.

Grase doing routing from WLAN side to LAN side where your internet 
router sits and control this sub-net which is in most case C class 
private range 192.168.x.x. as you wrote it is.
But here, net-mask 255.255.252.0 is not allowed. See calculator page.
Set 255.255.255.0 which gives you  254 nodes available.

Now! How you get another C class sub-net at the router? Why that other 
sub-net

How you get Public address assigned to Grase? This is impossible.

This mask is not allowed. Also it should be the same as the router: 
255.255.255.0

Routers are usually set to 192.168.10.1  but "9" will work too.

This is quite a mystery. Why another C class segment here?
Who is doing routing to this sub-net? Where this sub-net is connected 
to? Again, 252 is not allowed mask for C class.
