We saw this problem too with our Debian Installation. We just included
this commands in our Installation Routine

#fix missing directory for smarty (this was introduced with v3.7.7.8

mkdir -p /usr/share/grase/www/radmin/templates_c
chmod 700 /usr/share/grase/www/radmin/templates_c
chown www-data /usr/share/grase/www/radmin/templates_c

If you're running a distro other than debian you need to adjust
"www-data" to the user the apache is running under.
