HI all

i deployed a wireless mesh network and installed both ubuntu server and 
Grase captive portal. my question the place is rural areas . so we dont 
want the to pay but to be limited as we observed misuse of the internet. is 
it possible to grant free access but limit downloading speed. creating 
guest access?
