Reported success with upgrade was to early afraid.
After upgrade, discovered that freeradius not working.
During upgrades, there were reported errors in output.
Here is output as illustration what was going on:

It is obviuos that freeradius config where damaged/mismatched at several 
points.  It was during upgrade from older version. Here I wish to remind 
readers that previously I had /boot partition full what caused not auto 
updating for months. I performed cleaning it manually from older kernel 
instances but I believe that it was mistake. There should be better way 
to remove old kernels. apt-get autoremove didn't solve problem in my case.

Resolution:
The most elegant solution to overcome this freeradius situation found as 
follow:

     sudo apt-get *remove* grase-www-portal grase-conf-freeradius 
grase-conf-openvpn

after that one may need:
sudo apt-get autoremove

and finally standard installation of grase repeated:
     sudo apt-get*install*grase-www-portal grase-conf-freeradius 
grase-conf-openvpn

This was re-installation of complete Grase with preserving all 
customisation, users, and sessions history.
Great so far. Site was back up smoothly.
I can see now once again, how whole project is pretty good designed. 
Most settings and events are preserved in database. Bravo Tim!

Wish if Tim can comment this procedure. Maybe it need some corrections 
or additional steps.
Seems that procedure like this or similar may help to heal long time 
working site back without much troubles.
