It's possible that there is something in Precise causing problems, I

There should be 7 tables. Uninstall grase-www-portal, purging the data 
and clearing the database, including removing the mysql users (DROP user 
radmin), and if it insists on uninstall the grase-conf-freeradius 
package as well, the also drop the user radius.
Reinstall and see if it creates the table properly. When I can I'll test 
on Precise.
