Hi,

I ended up finding Alcasar, a French project developed by the Ministry
of Defense, that fits my needs perfectly.
It respects the french laws about log keeping (every connections, not
just HTTP, kept for a year) and privacy (identification data is kept
separately and encrypted). It doesn't feature billing but I don't need
it.

I'm sorry for advertising another project here, but it really is the
best solution for French admins who are just looking for a 'legal
blanket' :-$
