Sorry for the delayed reply.

No, you just put a new file in the grase.d file, with .conf as the 
extension, with only the settings you want to override in it. You can 
put the whole squid.conf file in there, but chances are you might have 
problems with settings that shouldn't be duplicated.

So if you want to modify the cache settings, then best way would be to 
add a file /etc/squid3/grase.d/cache.conf and put all the cache settings 
in there. If later you wanted to modify something else, you might create 
another file with just those changes. This way, you can easily see which 
settings you are overriding, and if later on we change a default 
setting, it'll be reflected in your setup unless it's one you've 
overridden. (If you copy the whole file, we can't later change any of 
those squid settings as they'll be overriden by your copy).
