Hi Kute
You'll first need to do some debugging without the Hotspot. Connect a
computer directly to your router, and see what is different when you use
the other ISP. Check what IP's you get between different SIM cards. Check
if etisalat takes longer to connect on the router.
Check that the IP given by the router never conflicts with the range used
by the Hotspot (10.1.0.1/24).
