Hi Bartosz

The error message might need some adjusting to be clear why it fails.
Basically, it tries to randomly generate usernames, but if it gets a
conflict, it increments a counter to ensure we don't keep trying to create
users forever. The limit is currently 20.
How many users do you have in your system?
Have you modified the hidden settings that change the username length?

I just created 10,000 users in batches of 1000, without any problems with
the default username length settings.
