I'm sure even back to Android 4 that captive portal detection was
working. (https://stackoverflow.com/a/14030276)
For a long time Android has been correctly using HTTP for captive
portal detection. If you have devices not working, you might want to
tcpdump what they are doing, to see what captive portal detection they
are doing, and any response they do/don't get.
