Can someone help me here

I need to know what genrates the "main.conf" file which is located in 
/etc/chilli/ because I noticed I can change the settings there for the 
primary and secondary dns which will be served to the pcs on the network
I tried changing it, it worked for only 10 min but later it was reverted 
back to the default.

I have spent over 12 hours of searching and I just feel I need your 
assistance
