The file is generated from the dnsmasq config file (yes, this is a bit 
spooky).
The file can be found in /etc/dnsmasq.d/01-grasehotspot.

The dnsmasq config file in turn is generated from database entries by the 
script /usr/share/grase/www/radmin/networksettings.dnsmasq.php.
This script contains some hardcoded default values (among them the dns 
servers), which is even spookier.
