Could you post your dnsmasq.conf and includes?

In my dnsmasq config I have this one
--
conf-dir=/etc/dnsmasq.d
--

then I add an option

--
cat > /etc/dnsmasq.d/addon.conf <<'ENDOFMESSAGE'
bind-dynamic
ENDOFMESSAGE
--

Could you please try to include  "bind-dynamic" in your config and
reboot the machine to see if
this will fix your problem?
