Not sure about Apple updates, but this certainly sounds like the issue
described here.

Basically, my understanding is that it's "broken" tcp that isn't correctly
backing off like it should.

Where about are you located? So far, suggests seem to be that it may only
be in Australia that the issue is there. I'll certainly try testing it out,
but it may be a few weeks before I can try as I just did the last round of
Windows 10 updates on my VM.
