Unfortunately this is still an ongoing issue, not only do Windows and Apple 
updates take precedence over any other net traffic on the Hotspot, but they 
also seem to completely ignore both the user defined bandwidth limitation 
and QOS settings. Not sure if you ever had the time to run it on VM or find 
any solutions but figured I'd ask. Thanks!
