Unfortunately this is not really an option, as it completely bogs down any 
other users on the network, sounds like your ISP offers a much faster 
throughput and is more forgiving of other users on the network, also not 
all users have the Windows 10 "metered connection" options since people 
still use Windows 7/8/8.1 and Mac OS. Thanks for your input though. Cheers!
