Did you try install speedtest-cli with the following command?
"sudo pip install speedtest-cli"

If you still can't get it installed, try something like
"wget -O /dev/null http://speedtest.wdc01.softlayer.com/downloads/test10.zip
"

That will at least give you a basic speed test. Make sure you run it on the
Grase server, and also on a client, so we can see the difference.

Having a modem/router between the Grase server and the internet isn't
required.
